<p>He serves as Group Chief Executive Officer of Naim Cendera Sdn. Bhd. YBhg. Datuk Bin Hasnan started his career in 1979 as a Valuer in the Land and Survey Department &#8230; of Sarawak. Since 1982, he has been involved in a wide range of businesses, including valuation, project management, property development and management, construction, timber, manufacturing, trading and publishing.</p>

<p>He has been an Non Independent Executive Chairman of Dayang Enterprise Holdings Berhad since February 29, 2008. He has been the Non Independent Non Executive Chairman of Sarawak Plantation Bhd since 30 August 2005. He has been a Director of Naim Cendera Holdings Bhd since July 25, 2003. He has been a Non Independent Director of SARAWAK Plantation Bhd since August 30, 2005.</p>
<p>He serves as Non Independent Director of Dayang Enterprise Holdings Berhad. YBhg. Datuk Bin Hasnan serves as a member of the Malaysia Institution of Surveyors, Senior Certified Valuer with International Real Estate Institute, USA and a member of FIABCI (a Paris-based worldwide network for professionals involved with the property industry).</p>
<p>He was awarded the title of Panglima Gemilang Bintang Kenyalang on 9th September 2000 by the Sarawak State Government. Datuk. YBhg. Datuk. Bin Hasnan is a graduated with a BSc in Estate Management from the University of South Bank, London, UK in 1978.</p>

In the early years of FIABCI, the membership predominantly consisted of property developers who saw FIABCI as an association that could foster goodwill and understanding with international organizations. This would then promote local developers to build and exchange ideas on property development, marketing, new products and its relevant services.</p>

<p>As FIABCI matured, membership became more broad based and today FIABCI has seven Principal Members namely, Malaysian Institute of Estate Agents (MIEA), Pertubuhan Akitek Malaysia (PAM), Real Estate &amp; Housing Developers’ Association Malaysia (REHDA), Sarawak Housing Developers’ Association (SHEDA), Sabah Housing &amp; Real Estate Developers’s Association (SHAREDA), Institut Perekabentuk Dalaman Malaysia (IPDM) and Persatuan Pengurusan Kompleks Malaysia (PPKM). The combined membership of these seven Principal Members provides a tremendous depth of interaction among property developers, architects, contractors, consultants, professional estate agents, homeowners and even some politicians.</p>
<p>FIABCI (Federation Internationale des Administrateurs de Bien-Conselis Immobiliers) is the French acronym for the “International Real Estate Federation”, and it operates chapters in 60 member countries, embracing 3,200 individual members, 100 different national associations, as well as 20 academic members, 3 public sector members and 1 multinational member. Through its Principal Members it has a networking of 1.5 million members worldwide. FIABCI as an organisation links all its members of real estate professional worldwide, representing every discipline in the industry. FIABCI Malaysia with its growing membership base, seeks to provide a window into a world of excellence in real estate, by sharing the efforts and successes of its worldwide membership to improve the quality of the environment and higher standards in real estate for Malaysians to enjoy.</p>
<p>During the past 31 years, FIABCI Malaysia successfully organized two Asia Pacific Real Estate Congress and one highly acclaimed World Congress in 2002, which was graced by our former Prime Minister, Y.A.Bhg Tun Dr Mahathir bin Mohammed at the Opening Ceremony, the Duli Yang Maha Mulia Seri Paduka Baginda Yang di-Pertuan Agong at the Gala Dinner, and with events hosted by the Ministry of Tourism and the Mayor of Kuala Lumpur. Networking opportunities at these events were truly outstanding.</p>
<p>The true test of excellence of FIABCI Malaysian Chapter to its members has been in the establishment of the Malaysia Property Award (formerly known as FIABCI Award of Distinction or FIABCI Property Award of Distinction) now in its 15th year. These Awards are truly independent and to receive one today exemplifies the winner of the highest standards of professionalism in the built property environment. It is to FIABCI Malaysia’s credit, that our Awards Manual for evaluation and selection criteria, has been requested by FIABCI International for use as their journal for similar awards in Brazil, Czechoslovakia and Uruguay. It further demonstrates our ability to build world class software in event management.<br />
FIABCI Malaysia in its endeavour to encourage young leaders in the industry, has taken its objectives to the undergraduates in universities. It has established a series of lunch seminars known as “Brown Paper Bag Seminar” where leading property players speak on all aspect of the real estate industry. This programme started in 2001 with University Malaya. It has now been extended to other universities and colleges in and around Kuala Lumpur.</p>
<p>Year 2005 marked a very significant milestone for FIABCI Malaysia in that, for the first time in 57 years of FIABCI’s history, a Malaysian, Y Bhg Dato’ Alan Tong Kok Mau, ascended to the highest office as the World President of FIABCI International. FIABCI Malaysia is proud of Y Bhg Dato’ Alan Tong as this accords Malaysia to the honour to lead a very prestigious world organization.</p>
<p>FIABCI as an accredited association, accepts membership from anyone who is interested in property, because it has no direct affiliation to any professional association. FIABCI is therefore seen as an independent body to advise, counsel and to create new ways and methods of property development and ownership. This is coordinated with our valuable Principal Members who are focused in their respective fields of expertise.</p>
<p>In 31 years FIABCI has become a mature property based association. It now has the strength based on its success in hosting international congresses, to expand its horizon into more independent and innovative areas.</p>

			<content:encoded><![CDATA[<p>DESPITE the current global financial meltdown, the Malaysian property market still remains attractive to foreign investors, according to International Real Estate Federation (FIABCI) Malaysia honorary treasurer Yeow Thit Sang.</p>
<p>“The local property market is still attractive in terms of prices. Properties in Malaysia are among the cheapest in the region,” he told StarBiz.</p>
<p>“Our laws are also comparatively more lenient for foreigners to buy and sell property in Malaysia,” he added.</p>
<p>Yeow said foreigners wanting to purchase property in countries such as Indonesia, the Philippines, Thailand and Vietnam were generally put off by the countries’ respective laws.</p>
<p><span id="more-5"></span></p>
<p>Another plus point for foreigners who bought property in Malaysia is that they are not subjected to death taxes, Yeow said.</p>
<p>“Japan has a death tax of 70%. Even in England death duties are stringent. That is why all the Lords are becoming paupers!”</p>
<p>Yeow said FIABCI-Malaysia would be sending a representative to Japan in December to create more awareness about the local property market and to encourage more foreign direct investment (FDI) into Malaysia.</p>
<p>He also said the local political development was not creating uncertainty and was not deterring foreign investors from Malaysia.</p>
<p>“The political scene in Malaysia is a normal democratic process. It is a sign of political maturity rather than uncertainty. It is not causing chaos like some countries,” Yeow said.</p>
<p>On another issue, when asked if the local property market was in a slump, Yeow said: “Our property market has not hit a slump. It is more of a slowdown.”</p>
<p>He attributed the slowdown to rising raw material prices that was sparked by the fuel price hike in June.</p>
<p>“Problems occur when construction cost goes up midway through a project and it is uncertain if it is the developer, contractor or consumer that will bear the cost,” Yeow said.</p>
<p>He said many contractors were increasingly reluctant to take on projects without a variation clause spelt out in the contract.</p>
<p>“Both contractors and developers should insist on a variation clause in their contracts to safeguard their interests.</p>
<p>“Should construction costs go up midway through the project, they can immediately determine who bears the cost and not have projects hanging,” Yeow said.</p>
<p>Going forward, he said he did not foresee see a slump in the local property market.</p>
<p>“There can never be a slump so long as there is demand. There is a lot of migration from rural to urban areas.</p>
<p>“The population is growing steadily and there will always be a need to house people,” he said.</p>
<p>“From an investment point of view, buying property is also a good safeguard against inflation,” Yeow added.</p>
<p>Yeow believes a high level of unemployment in the country could cause the local property sector to tumble.</p>
<p>“If unemployment were to rise, people will not be able to pay their loans and that will cause a slump. When that happens, banks will also take back the property,” he said, adding that the unemployment rate in Malaysia was low now.</p>
<p>“We still need to bring in foreign workers,” Yeow said.</p>
<p>On another note, Yeow said the standard of property development in Malaysia had improved tremendously over the years and it was being benchmarked against international standards.</p>
<p>“Our developments are definitely on par with those of other countries. Many of our projects have won international awards such as FIABCI International Prix d’Excellence,” he said.</p>
<p>The International Prix d’Excellence is an annual competition that honours the world’s best property projects.</p>
<p>On the local front, developers are recognised for their development projects and are honoured at the annual Malaysia Property Award.</p>
<p>Winners of the Malaysia Property Award in their relevant categories will go on to represent Malaysia the following year at the International Prix d’Excellence.</p>
<p>FIABCI Malaysia will be organising its 16th Malaysia Property Award on Nov 12 at the One World Hotel in Petaling Jaya, with Malayan Banking Bhd as the official sponsor.</p>
<p>The categories that will be contested are: Property Man of the Year, Master Plan, Residential Development (low rise and high rise), Retail Development, Industrial Development, Specialised Project (two categories), Office Development, Hotel Development and Resort Development.</p>
<p>The Yang di-Pertuan Agong and Raja Permaisuri Agong will be the guests of honour at the prestigious event.</p>
